OpenCL SDK Lite for Windows x86_64

C/C++ headers were collected from the Khronos sources here and here. The import library was constructed from the Win64 OpenCL.dll exports using the dumpbin and lib utilities from VC++19 following this recipe.

Extract and set the OCL_ROOT environment variable to the output location to make CMake's FindOpenCL macro work.
